Cross River Bank Adds Ripple's RLUSD Stablecoin as a Payment Rail

Cross River says fintechs will reach Ripple's dollar stablecoin on the XRP Ledger through the same API they use for ACH, wires and real-time payments, though no availability date, volumes or fees were given.

Cross River Bank is adding RLUSD, Ripple's U.S. dollar-backed stablecoin, to its proprietary Core Operating System as an additional payment rail, with support for transactions on the XRP Ledger, the two companies said in a release issued Thursday (source 1).

Cross River, which describes itself as a technology infrastructure platform for embedded finance and is a member of the FDIC, says customers "can now access RLUSD through a single API connection without the complexity of deploying blockchain infrastructure" (source 1). The release frames the integration as "another step toward converging traditional banking and blockchain-based payments within the regulated U.S. financial system" (source 1).

What the integration does

According to the release, fintechs on Cross River's platform will be able to move between U.S. dollars and RLUSD, settle cross-border payments and treasury movements around the clock, and use ACH, wires and real-time payments through the same banking platform and API connection (source 1).

The companies also pitch it to card businesses. By combining traditional payment technology with RLUSD on the XRP Ledger, they say, they are "enabling a new settlement option for payment networks, giving issuers and acquirers greater flexibility to settle intraday and reduce settlement latency" (source 1). The release does not name any payment network, issuer or acquirer that has signed up.

The bank also says the work builds on what it already has. Adam Goller says RLUSD is being integrated into "Cross River's existing stablecoin infrastructure," and that the bank is "expanding on capabilities already in development" (source 1). The release closes with a limit on reach: "Services are currently only available in limited states" (source 1). It does not say which states.

The companies' figures

The release includes several figures, all from the companies and none checked by Le Coin. It says RLUSD "has grown to more than $2.5 billion in market capitalization, with more than $1 billion issued on the XRPL" (source 1). It says XRP Ledger transactions "settle in 3-5 seconds at a fraction of a cent and can move 24/7," and that the ledger has settled "more than $1.3 trillion in value" to date (source 1).

What they said

"Businesses shouldn't have to rely on several different providers to move money across the globe. Our partnership with Ripple eliminates that complexity and makes payments simpler," said Adam Goller, head of fintech banking at Cross River. "By integrating RLUSD into Cross River's existing stablecoin infrastructure, we're expanding on capabilities already in development, enabling fintechs to move between US dollars and RLUSD, settle cross-border payments and treasury movement 24/7, and access ACH, wires and real-time payments through a single banking platform and API connection" (source 1).

"Stablecoins won't transform payments through parallel financial systems. They'll do it by becoming part of the banking infrastructure businesses already use," said Markus Infanger, senior vice president of RippleX at Ripple. "Cross River is at the forefront of putting that into practice by bringing RLUSD and the XRP Ledger's fast, low-cost settlement into its regulated banking platform. That combination can make it easier for fintechs to move money in real time, across borders and around the clock, while keeping the experience simple for the businesses and customers they serve" (source 1).

What was not disclosed

The release gives no date for full availability, no transaction volumes and no fees for RLUSD payments on Cross River's platform. It does not name fintech customers, card issuers or acquirers using the rail, and it does not list the states where services are available.

A busy week for RLUSD

The announcement follows Ripple's Oct. 14 release with DriveWealth, a brokerage infrastructure provider, which said that integration "will leverage RLUSD on the XRP Ledger (XRPL), alongside Ripple mint and burn capabilities" (source 2). On Thursday, Ripple said its Ripple Prime brokerage had launched support for real-world asset perpetual swaps (source 3), which Le Coin covered separately. Stablecoin card and payment infrastructure drew two other announcements the same morning, from Stripe and Plasma and from Mastercard and BVNK.

What it means

In Le Coin's view, what stands out is where the stablecoin sits. Cross River is not offering RLUSD as a separate product but placing it inside its core ledger next to ACH and wires, so a fintech already on the bank's API would not need its own blockchain setup to use it. That is the same argument Ripple's Infanger makes in his quote.

In Le Coin's view, the intraday settlement option for issuers and acquirers is the piece to watch, because card settlement usually waits for banking hours. Whether it matters depends on details the release leaves out: which networks take part, what it costs, and when the "limited states" restriction lifts.
