China plans to largely build national blockchain network by 2030

Beijing's new five-year technology plan lists the network as an infrastructure goal next to 6G mobile service. The announcement and its official Q&A do not mention cryptocurrency.

China has set a goal of having a national blockchain network "largely built" (Le Coin translation) by 2030, putting the technology into its state plan for core information infrastructure [1]. A blockchain is a shared digital record that many computers keep in sync, so entries are hard to change after the fact.

The Central Cyberspace Affairs Commission, the Communist Party body that oversees China's internet and technology policy, issued the National Informatization Plan for the 15th Five-Year Plan period, according to a notice posted on its office's website at 6 p.m. Beijing time on Oct. 23, or 6 a.m. ET [1].

By 2030, the plan says, China's information infrastructure should "consolidate and expand its leading advantage." Its infrastructure goals, listed together, include a land, sea, air and space network largely in place, a new-generation communications network fully built, commercial 6G mobile service launched "at the appropriate time," and the "national blockchain network largely built" [1] (Le Coin translation of "国家区块链网络基本建成"). The commission's office repeated the same goals in a question-and-answer document published alongside the notice [2]. That document also says the plan sets 12 main indicators, such as internet coverage and 5G base stations per 10,000 people [2].

Neither the notice nor the Q&A says who will build the blockchain network, how it will work or what it will be used for. Neither mentions cryptocurrency, digital currency, bitcoin or stablecoins; a text search of both pages found no such terms [1][2]. The notice and the Q&A treat blockchain as public infrastructure, alongside telecoms and computing, and say nothing about digital assets.

Le Coin did not read the full plan text, which loads only in a browser. Details beyond the notice and the Q&A have not been checked.
