Binance reopens withdrawals for dozens more tokens, says deposits now lead

Binance customers can now move more of their money off the exchange than at any point since the Oct. 29 attack. Late Monday the company began a second, larger round of withdrawal reopenings, listing more than 100 combinations of token and network by Le Coin's count, and early Tuesday it said deposits were outpacing withdrawals [1][2].

The stakes are practical. Withdrawals are how customers take coins and dollars out. For about three days after the attack they could not, and the first reopening on Nov. 1 covered only the most-used assets. This round reaches deep into the long tail of smaller tokens.

The mechanism

Binance set out the plan in Recovery Update #6, posted on its announcement page at 9:40 p.m. EST Monday. It said it "will reopen withdrawals for the assets listed below, beginning at 04:00 (UTC) on 2026-11-03," which was 11 p.m. EST Monday. "Not all listed assets will become available at once," it said. "Like phase one, reopening will roll out progressively across the assets as security and readiness checks are completed" [1].

Each entry on the list is a network-asset pair: a token on a specific blockchain. USD1, a dollar token, appears separately under BNB Smart Chain, Ethereum and Solana, for example, because the exchange must secure each network's wallets on its own. Binance said it is "prioritizing tokens based on user demand over the past week, restoring each network-asset pair carefully after completing rigorous security checks." It added that "deposit services remain open and are not affected" [1].

By Le Coin's count, Update #6 lists pairs on nine networks, from BNB Smart Chain and Ethereum to Sui and Base, and says "withdrawals for all bSTOCKS will also be opened," without listing them [1]. The first phase, announced in Update #4, covered 15 networks, which Binance later described as "all 15 networks and assets in the initial phase"; by Le Coin's count that list held 33 network-asset pairs, mostly major coins and the big dollar tokens [3][4].

The evidence

Binance has reported progress on X. At 11:08 p.m. EST it said withdrawals "have now been restored" for five dollar-linked tokens on Ethereum: "RLUSD, USD1, TUSD, FDUSD, XUSD" [2]. At 2:08 a.m. EST Tuesday it listed 34 Ethereum assets and 22 on Solana as "New," including ENA, PENDLE, ONDO, LINK and a BTC token on Ethereum, and PUMP, RENDER, JUP and BONK on Solana; one of them, TUSD on Ethereum, also appears in its "Already Enabled" list [2].

Sources: Binance Recovery Update #6, 9:40 p.m. EST Nov. 2 [1]; @binance posts at 11:08 p.m. EST Nov. 2 and 2:08 a.m. EST Nov. 3 [2]. Counts are Le Coin's. The 2:08 a.m. post lists TUSD on Ethereum as both "New" and "Already Enabled"; it is counted once. "All bSTOCKS" on BNB Smart Chain are not itemized and not counted.

Binance has confirmed only Ethereum and Solana as live, in posts through 2:08 a.m. EST Tuesday; by Le Coin's count that covers 60 of the 103 listed pairs: all 38 Ethereum pairs (the 34 the 2:08 a.m. post lists as "New" and the five dollar-linked tokens it lists as "Already Enabled," which Binance said at 11:08 p.m. EST had been restored, with TUSD in both) and all 22 Solana pairs. The other networks in Update #6 are listed, not confirmed, as of 6:13 a.m. EST [2].

Then the flow claim. "By 03:00 UTC, we are seeing hourly deposits exceed withdrawals, reflecting improving user activity and stabilizing flows," Binance said in a post at 12:51 a.m. EST Tuesday; 03:00 UTC was 10 p.m. EST Monday [2]. That is Binance's statement. It gave no dollar amounts and no hourly figures, so it cannot be checked against anything published.

The objection

The obvious one is that Binance is grading its own recovery. The only flow figures it has published came on Nov. 1, when it said it processed "$4.649 billion in withdrawals and $1.01 billion in deposits" between 1:00 and 10:30 a.m. EST [4]. Tuesday's claim is a direction, not a number.

The rollout also leaves gaps. Binance warned that "users may see temporary delays or longer processing times due to traffic volume" and said "if a withdrawal doesn't go through, please try again after a short while" [1]. Customers holding a listed token on a network Binance has not yet confirmed as restored must wait, and Binance has given no time for the rest of the list.

The reserves picture is partial too. Binance said on Nov. 2 that it "has covered approximately 95% of the impacted amount," with the rest in less liquid tokens outside its top ten, and that it plans a new snapshot "on 2026-11-04" [5]. Update #6 restates that "Binance will bear the financial impact of the stolen funds" and that "these losses will not be passed on to users" [1].

Prices have moved since the attack. The figures below are moves only; we draw no link between them and the reopening [6].

The tell (Le Coin's view)

In Le Coin's view, the tell is BNB Smart Chain. It carries the largest block in this phase, 31 pairs by Le Coin's count plus the bSTOCKS, and none had been confirmed restored by Binance's last post. When Binance says those are back, the second phase is substantially done; until then, a large share of this round is still waiting.

Stop

Binance began a second withdrawal reopening at 11 p.m. EST Monday, listing 103 network-asset pairs by Le Coin's count. By 2:08 a.m. EST it had confirmed Ethereum and Solana as live. It says hourly deposits exceeded withdrawals by 10 p.m. EST, without figures. Earlier steps are in our pieces on the fiat reopening and the first phase.
