Bank-Backed Qivalis Says It Won Dutch E-Money Licence for Euro Stablecoin

Qivalis said on Oct. 14 that De Nederlandsche Bank has authorised it as an electronic money institution, a step it needs to issue a bank-backed euro token. Qivalis says issuance is planned to begin within the next months, subject to MiCA requirements and publication of its white paper.

Qivalis, the Amsterdam company set up by European banks to issue a euro stablecoin, said on Oct. 14 that De Nederlandsche Bank (DNB), the Dutch central bank, has authorised it as an electronic money institution (source 1). Qivalis says it is backed by 37 banks across 15 countries (source 1), and its chief executive, Jan-Oliver Sell, has called it "the leading bank-backed stablecoin initiative in Europe" and "Europe's foremost bank-supported stablecoin initiative" (sources 4, 5).

An electronic money institution, or EMI, is a firm licensed to issue electronic money, which is a digital claim on a fiat currency. Under the EU's Markets in Crypto-Assets Regulation (MiCA), such firms and credit institutions are the ones permitted to issue an "e-money token," the EU's legal category for a stablecoin tied to one currency. Qivalis says the authorisation means it is now under ongoing DNB supervision and "eligible to issue euro-denominated electronic money tokens" (source 1).

The licence is not a launch. Qivalis says issuance is "planned to begin within the next months" and remains subject to MiCA's requirements and the publication of its white paper, the disclosure document MiCA requires before a token is offered (source 1). Its own website says Qivalis "does not currently issue electronic money or provide payment services to the public" (source 2).

The consortium quadrupled in eight months

Nine banks announced the plan on Sept. 25, 2025: Banca Sella, CaixaBank, Danske Bank, DekaBank, ING, KBC, Raiffeisen Bank International, SEB and UniCredit (source 3). BNP Paribas joined on Dec. 1, 2025, DZ Bank in late December and BBVA on Feb. 4, taking the group to 12 (sources 3, 4, 5). On May 20, 2026, 25 more joined, including ABN AMRO, Rabobank, Nordea, Intesa Sanpaolo, Groupe BPCE and Erste Group, for a total of 37 (source 6).

Why it matters now

The licence would give the member banks a supervised issuer for a euro token, once issuance begins. Qivalis says it will run a "B2B2X" model, selling its token through banks, exchanges, payment firms and market-infrastructure providers rather than to consumers directly (source 1). It has pitched round-the-clock euro settlement for corporate treasuries, tokenized assets and crypto trades (sources 4, 6).

The pitch is also political. "Europe's currency deserves Europe's rules - on-chain," Jan-Oliver Sell, the chief executive, said in the release (source 1). "As financial activity moves on-chain, the rules and supervision governing that infrastructure become a question of European autonomy," he said, adding that Europe should have "a euro-denominated on-chain settlement asset issued under European law" (source 1).

Governance sits with an independent management team and a supervisory board chaired by Sir Howard Davies, the former chairman of NatWest Group and of the UK Financial Services Authority, according to the release (source 1). Sell previously ran Coinbase's German unit, where the company says he secured BaFin's first crypto custody licence (source 3).

The objection is the calendar

Qivalis's stated launch target, the second half of 2026, has not yet passed. In December 2025, January 2026 and May 2026, the company said it was targeting a launch in the second half of 2026 (sources 3, 4, 6). The Oct. 14 release does not repeat the half-year and says issuance is "planned to begin within the next months" (source 1). With about 11 weeks left in the year, the white paper is the item to watch.

The release also leaves out several details. It says Qivalis plans a full reserve model but names no reserve manager, no blockchain, no fees and no launch partners (source 1). The releases do not say that each member bank has committed to distribute or hold the token.

Comparisons with dollar stablecoins will have to wait. Until a token is issued, there will be no supply or redemption record to measure.

The tell

The next checkable step is the white paper. MiCA requires an e-money token issuer to publish one before offering the token to the public, and Qivalis says publication is a condition of its first issuance (source 1). Its release does not give a date for publication.
