What matters today

  • Binance cash-out widens. Binance says withdrawals in U.S. dollars, the UAE dirham, the Vietnamese dong, the Philippine peso and the Indonesian rupiah are available again, adding to 23 currencies already live. [1]
  • The reserves check is still pending. Binance said on Sunday its updated Proof of Reserves report, its published check that customer balances are backed, would be on its website on Monday. [2]
  • Investigators speak. The U.S. Secret Service says its investigators worked with industry partners within minutes to freeze "a significant portion" of the funds taken from Binance, and that it is working with the FBI and five other federal offices. [4]
  • Self-hosted merchants on notice. BTCPay Server says the attack on its software targeted versions 2.4.1 and older. [7]
  • Majors little changed. Bitcoin was little changed over 24 hours and ether was up 0.62%. [3]

Liquidations

Forced closures of leveraged positions on perpetual futures, contracts with no expiry, are tallied by CoinMarketCap. In the 24 hours from 6:23 a.m. ET Sunday to 6:23 a.m. ET Monday, crypto short liquidations totaled up to $64.8 million and long liquidations up to $59.8 million, by Le Coin's calculation. That crypto figure subtracts only the non-crypto entries in CoinMarketCap's top-250 list, so it slightly overstates. Non-crypto perpetuals such as stocks and commodities saw shorts of $5.0 million and longs of $5.8 million. Data: CoinMarketCap. [10]

What printed

01 · Binance restores fiat withdrawals, including U.S. dollars. In a "Fiat Withdrawal Update" at 3:00 a.m. ET, Binance said "fiat withdrawals are now available" and listed as new "USD," "AED," "VND," "PHP" and "IDR." It listed 23 as current: "JPY, VES, BRL, MXN, ARS, BHD, KZT, EUR, CHF, CZK, HUF, KWD, PLN, RON, SEK, CDF, KES, SLE, UGX, XAF, XOF, ZMW, and KGS." [1] On Sunday Binance said that between 1:00 and 10:30 a.m. ET it "processed $4.649 billion in withdrawals and $1.01 billion in deposits, resulting in a net outflow of approximately $3.64 billion," which it said "represents 2.1% of our $171 billion in total assets under management," based on Proof of Reserves data as of Oct. 28. It said "the updated report is expected to be available on our PoR website tomorrow"; it had not appeared as of 6:13 a.m. ET. [2][3]Earlier, at 11:04 p.m. ET Oct. 31, Binance said it had "already covered $6B of the impacted amount of the hacked loss." [6] Earlier Le Coin report on Sunday's reopening

02 · Secret Service says it helped freeze part of the Binance funds within minutes. The U.S. Secret Service said in a post on X at 1:11 p.m. ET Sunday that "within minutes of the incident on Thursday afternoon," its investigators worked with industry partners "to identify and freeze a significant portion of stolen cryptocurrency." It gave no dollar figure. The agency said it is working with "the @FBI, @IRS_CI, the @USAO_DC and the U.S. Attorney’s Office for the Central District of California, DOJ CCIPS, and @DOJNatSec." [4] The FBI's alert, published Oct. 31, attributes the attack to North Korea's "TraderTraitor" activity, saying North Korea "was responsible for the theft of more than $6 billion USD in virtual assets," and lists more than 600 Ethereum addresses it asks node operators, exchanges and DeFi services to block. [5] Neither statement announces charges. Earlier Le Coin report on the FBI alert

03 · BTCPay Server says the attack targeted versions 2.4.1 and older. BTCPay Server, the open-source payment processor merchants run on their own servers, said in a post on X at 11:07 p.m. ET Sunday that its investigation "identified an attack vector targeting instances running versions 2.4.1 (Jul 23, 2026) or older" and that it has "no credible reports of hot wallet drains" on the latest 2.4.7 release. [7] That followed its 5:25 p.m. ET post telling operators to shut down their servers. [8] BTCPay has not disclosed losses or how many servers were hit. Earlier Le Coin report

The tell (Le Coin's view)

In Le Coin's view, the number to watch today is Binance's updated Proof of Reserves report. The company has reopened dollar withdrawals and says it has covered $6 billion of the impacted amount; the report is where those claims can be set against what it holds.

Stop

Binance says U.S. dollar withdrawals are back, alongside four more currencies. The Secret Service says part of the funds was frozen within minutes, without giving an amount.
