Morning brief: Bitcoin funds take in $524.8 million as Starknet holders back a post-quantum study

US spot bitcoin ETFs drew a net $524.8 million on Oct. 21 per Farside Investors, Starknet's token holders backed researching a separate quantum-safe chain, and bitcoin was at $81,958.77 at 6:19 a.m. ET, down 1.47% over 24 hours, per CoinMarketCap.

US spot bitcoin exchange-traded funds took in a net $524.8 million on Oct. 21, with no fund reporting an outflow, according to Farside Investors. These funds are the main regulated route for advisers and brokerage accounts to hold bitcoin, so their flows show how that money is moving. [1]

Bitcoin and ether are lower than a day ago, and Starknet's token holders voted to study a quantum-safe chain of their own, a research step only. [2][6]

Stakes / What matters today

  • Bitcoin funds have now taken in $1.07 billion over three trading days, after a net $228.4 million left the week before, by Le Coin's sum of Farside's daily totals. [1]
  • Starknet's vote commits to research only. 93.5% of STRK voting power backed the study; the proposal says a Yes "does not constitute approval of a transition." [6]
  • Strategy's shareholder vote on its preferred-stock dividend proposals closes Oct. 27, a day before its Oct. 28 special meeting. [7]

What printed

01 · Starknet holders back research into a separate post-quantum chain. In a non-binding Snapshot poll that closed at 5:32 a.m. ET Oct. 22, 93.5% of STRK voting power, across 3,236 votes, backed researching whether Starknet should become an independent layer 1. Any move needs a separate governance process, and Starknet still settles on Ethereum. [6]

02 · The SEC's Regulation Crypto Assets comment period has closed, and letters keep arriving. The deadline on the proposed $5 million and $75 million crypto offering exemptions and safe harbor was Oct. 20. The SEC's comment file shows letters dated Oct. 21 from Nasdaq, Bitwise, Skadden and others. It remains a proposal, not a rule. [4][5]

03 · Strategy sets out how its special-meeting vote works. In proxy material filed with the SEC on Oct. 20, Strategy said voting by holders of record on Sept. 25 closes at 11:59 p.m. ET on Oct. 27, ahead of its Oct. 28 special meeting. If the proposals pass and dividends are declared, it said, daily dividends "would begin November 1 for STRC, and January 1 for the other three." It added that "not voting counts as a no." [7]

04 · Invesco names a new finance chief for its bitcoin ETF's sponsor. An Oct. 21 SEC filing for the Invesco Galaxy Bitcoin ETF (BTCO) says Kelli Gallegos, principal financial and accounting officer of sponsor Invesco Capital Management, began a leave of absence on Oct. 19, and Lori Anello takes the role from Oct. 22. [8]

05 · Aave Labs proposes a precautionary security upgrade to Aave V3. In a governance post at 1:06 p.m. ET Oct. 21, Aave Labs proposed V3.8, which adds a reentrancy guard, a lock that stops a transaction from re-entering the lending pool mid-operation and skewing its accounting. The proposal calls the change "non-invasive" and preventive, cites no incident, and covers 16 active V3 instances, from Ethereum to Celo. It is at the request-for-final-comment stage and will be audited before an on-chain vote; nothing is deployed. [10]

Already covered: the OCC's final GENIUS Act rule for stablecoin issuers (effective Jan. 18, 2027; applications not yet open) and the FCA's GC26/7 DeFi guidance consultation (comments due Nov. 18) are in Wednesday's evening brief. [3][9]
