Evening brief: OCC finalizes its GENIUS Act stablecoin rule, Standard Chartered agrees to buy Zodia Custody, bitcoin ends 2.36% above Tuesday

The OCC adopted its final rule for stablecoin issuers under the GENIUS Act, Standard Chartered signed agreements to take full ownership of crypto custodian Zodia Custody, solana's Alpenglow upgrade went live at about 9:36 a.m. ET, and bitcoin was at $84,448.57 at the 4:00 p.m. ET close of the US session, 2.36% above Tuesday's close, per CoinGecko.

The Office of the Comptroller of the Currency finished its rule for stablecoin issuers under the GENIUS Act, and Standard Chartered signed definitive agreements to take full ownership of crypto custodian Zodia Custody. Issuers under the OCC's jurisdiction now know most of the standards they will be held to when the law takes effect Jan. 18, 2027, though none can apply until the OCC opens its application window, and the bank plans to fold Zodia's custody business into its own Securities Services unit once the deal closes. [2][3]

Grayscale also let eligible investors swap coins directly for shares in 10 of its crypto funds, Britain's Financial Conduct Authority proposed DeFi guidance for the firms it regulates, and solana's Alpenglow upgrade went live. Bitcoin, ether and solana each ended the U.S. session more than 2% above Tuesday's close, a second straight up day. [1][4][5][6]

Bitcoin's 4:00 p.m. ET price was its highest at that hour since Oct. 6, and ether's its highest since Oct. 13, on CoinGecko's hourly 4:00 p.m. ET points since July 25. What printed

01 · The OCC finishes its GENIUS Act rule for stablecoin issuers, effective Jan. 18, 2027. The OCC said it adopted a final rule setting "requirements for permitted payment stablecoin issuers and foreign payment stablecoin issuers under the OCC’s jurisdiction, as well as certain custody activities conducted by OCC-supervised entities." Treasury Secretary Scott Bessent, quoted in the release, said the act "establishes a federal framework for payment stablecoins"; the rule sets how the OCC applies it to the issuers it supervises. Nobody can apply yet: the OCC "will announce in a separate news release when it will begin accepting and processing applications and waiver requests." Anti-money-laundering and sanctions rules come in "a separate rulemaking in coordination with the Department of Treasury." Comptroller Jonathan V. Gould cited "strong standards for reserve backing, redemption, and risk management." The rule and the act take effect Jan. 18, 2027. [2]

02 · Standard Chartered signs agreements to take full ownership of crypto custodian Zodia Custody. Standard Chartered said it "has entered into definitive agreements to acquire Zodia Custody," with a unit buying 100% of Zodia Custody Limited, the parent of regulated operating entities in Singapore, Hong Kong, Australia, the United Arab Emirates and Luxembourg. The custody business will be "integrated into Standard Chartered’s existing digital asset custody activities within Securities Services," and Zodia's software and services arm will move to a new independent entity, Zodia Solutions, under the bank's SC Ventures. The deal is subject to regulatory approvals and customary closing conditions, and the bank gave no price. [3]

03 · Grayscale lets eligible investors swap coins directly for shares in 10 of its crypto funds. Grayscale said eligible investors "can contribute an underlying digital asset directly in exchange for shares of a Grayscale product, rather than first selling the asset for fiat currency and making a cash investment." Approximate minimums as of Oct. 20 run from $80,300 for the Grayscale Solana Staking ETF (GSOL) to $364,800 for the Grayscale Bitcoin Mini Trust ETF (BTC), and Grayscale says they can change without notice. Clients "must work with an Authorized Participant or another conduit to an Authorized Participant," the trading firms that create and redeem fund shares, and subscriptions carry facilitator fees. Grayscale warns that "Tax treatment is uncertain and may trigger taxable events." [4]

04 · Britain's FCA proposes DeFi guidance for the firms it regulates, with comments due Nov. 18. The FCA said it is "consulting on non-Handbook guidance to help firms providing financial services using decentralised finance (DeFi) comply with our rules on operational resilience and financial crime, and with the Money Laundering Regulations (MLRs)." It describes DeFi as "financial services facilitated by distributed ledger technology and featuring high levels of automation," in some cases with "no traditional intermediary," and the guidance covers how FCA-regulated firms use it, with "illustrative examples of measures firms may wish to consider." The FCA plans final guidance in January 2027, ahead of a regime that brings new cryptoasset activities into its perimeter from Oct. 25, 2027. [5]

05 · Solana's Alpenglow upgrade is live, about 16 minutes after the estimated time. The Solana Foundation's page now says Alpenglow "activated in epoch 1064, which started on Wednesday, October 21, 2026, at approximately 13:36 UTC," or about 9:36 a.m. ET. This morning's brief gave about 9:20 a.m. ET, the page's earlier estimate. Alpenglow changes how validators agree that a transaction can't be reversed: under the old system "that took about 12.8 seconds. Alpenglow targets roughly 150 milliseconds," a design target. It says "wallets and apps work as they did before." Validators must now keep "at least 0.8 SOL above the rent-exempt minimum in the vote account" to pay a fee each epoch, or they stop voting and producing blocks the next epoch. [6]

  1. When the OCC opens stablecoin-issuer applications. The OCC says a separate news release will set the date it begins accepting applications and waiver requests; none had appeared on its feed by about 4:13 p.m. ET. [2]
  2. A ruling on the CFTC's motion to dismiss CME's perpetuals suit. The docket's newest entry is still the CFTC's Oct. 16 reply, ECF No. 46; cross-motions for summary judgment are due Fri. Nov. 20. [7][8]
  3. Comments on the FCA's DeFi guidance close Wed. Nov. 18. The FCA plans to publish final guidance in January 2027. [5]
