ICE-Backed Venue Details Tokenized-Stock Trading as Samsung Wallet Plans Stablecoin Transfers

A venue co-owned by NYSE's parent published its trading rules, Samsung set a late-October date for USDC transfers, and Securitize says its tokenized US stocks are live on Solana.

Three announcements from TOKEN2049 week in Singapore put stablecoins on the settlement side of mainstream products. Intercontinental Exchange, the owner of the New York Stock Exchange, co-owns a venue that intends to trade tokenized US stocks around the clock against stablecoins. Samsung says USDC transfers come to Samsung Wallet for eligible US Galaxy users starting in the last week of October. Securitize says its tokenized US stocks are live on Solana and settle in USDC.

Start with the venue. OKXICE, a 50/50 joint venture of ICE and OKC USA Holding, an OKX affiliate, published a public notice dated Oct. 4 under the SEC's new exemption for tokenized-securities venues. The notice is a disclosure the exemption requires the venue to publish. It is not an SEC approval and not an SEC filing, and its own disclaimer says the SEC "has not passed upon the merits or accuracy" of it. The notice describes permissioned Uniswap v4 pools on XLayer, a public blockchain. An automated market maker, a pool that prices trades by formula instead of matching orders, sets the price; there is no order book and no custody of participants' assets. Each stock pairs with USDC, USDG or USDT, and only wallets holding a soulbound token, a non-transferable on-chain credential issued after onboarding, can trade. The notice lists 63 symbols by our count, and Cerebras Systems has already sent an issuer objection. It gives no launch date.

The exemption sets the ceiling on how big this can get.

Table: LULD Tier 1 allows up to 75 symbols and 0.25% of prior-month average daily volume; Tier 2 allows 250 symbols and 2.5%; the notice lists 63 symbols.

Tier 2 250 2.5%

For the most liquid stocks, called Tier 1 under the market's limit-up, limit-down plan, the cap is 75 symbols and 0.25% of the prior month's average daily volume. Tier 2 allows 250 symbols and 2.5%. By our reading, even a venue at its caps would trade a sliver of the underlying market.

Samsung's release describes the second mechanism. Samsung Wallet will send USDC across borders, with Bastion running the infrastructure, Coinbase as sub-custodian, Solana and Sui as the networks, and payouts to banks in more than 60 countries. Samsung puts the reach at 82 million eligible US Galaxy devices; that is an installed base, not a user count, and the service is not live yet.

Securitize's official account said on Oct. 8 at 9:00 a.m. ET that Securitize Stocks are live on Solana: tokenized US shares backed one for one, held as security entitlements (a legal claim on a share held by an intermediary) and settled in USDC. The same post names NYSE's planned 24/7 digital venue and OKXICE as expected future venues. Those are Securitize's expectations; neither venue has confirmed a listing in the material we checked.

Two more items matter to allocators. Coinbase's official account said on X at 12:11 a.m. ET on Oct. 7 that Deribit is now part of Coinbase and that US and global derivatives will soon share one regulated liquidity pool, with options, spot margin and unified portfolios next. Coinbase did not give a date, and we could not open the blog post that carries its larger figures, so we leave them out.

BitMine's 8-K, accepted at 8:46 a.m. ET on Oct. 7, carries a transcript of Tom Lee's October 2026 Chairman's Message video. In it he says BitMine is "pretty close to our 5% target" of ether supply, needs "about 100,000 more ETH," and is "done stacking."

The rest of the week, briefly. OKX launched OKX Money, a stablecoin savings and payments app, on Oct. 6, and its Oct. 10 recap names Circle, Ripple, Standard Chartered and QRT as strategic investors, without terms. Ondo Finance said on Oct. 5 that its first tokenized private-company market, tracking a pre-IPO AI company, would launch that week. NEAR says ML-DSA post-quantum signing is live on mainnet, a further upgrade is on testnet, and its Confidential Intents now run in two more apps; TRON DAO says post-quantum cryptography is live on TRON testnet. World Liberty Financial announced a USD1 tie-up with Mesh without terms. Flop Labs pitched FLOP as a compute currency for AI agents. TOKEN2049 added New York for June 16-17, 2027, and debuted an invitation-only Institutional track. Organizers said the Singapore event sold out at 25,000 attendees.

The takeaways, in our view, are three.

First, stablecoins are becoming the cash leg of equity trading. OKXICE and Securitize both settle stock trades in payment stablecoins. Digital-asset stake: any volume on these rails is new transactional demand for USDC, USDG and USDT, and the 0.25% Tier 1 cap limits how fast it can grow.

Second, distribution is moving to default consumer apps. Samsung puts USDC inside a wallet already on the phone. Digital-asset stake: remittance flow through Samsung Wallet would add USDC transfer volume on Solana and Sui without users installing a crypto app.

Third, BitMine says its ether buying is nearly done. BitMine's 8-K puts the remaining gap at about 100,000 ETH. Digital-asset stake: a steady corporate bid for ether shrinks once that gap closes. Coinbase's single derivatives pool is the one to watch next, because offshore options flow would then sit inside a US-listed company.

The objection is that conference weeks produce plans, and two of the three headline items are not trading yet. That is fair; the OKXICE venue has a notice and no start date, and Samsung's service starts in late October.

The tells: the first trade print on the OKXICE public data page, Samsung's go-live in the last week of October, any listing confirmation from NYSE or OKXICE for Securitize, and BitMine's next holdings release.
