DTCC Says Its Tokenization Service for a Depository Holding Over $114 Trillion Is Due This Month

The Depository Trust & Clearing Corporation says its DTC subsidiary will launch tokens of the stocks, ETFs and Treasuries it holds in October 2026, under an SEC staff letter that limits the assets, the users and the term to three years from launch.

The Depository Trust & Clearing Corporation says its Depository Trust Company, which is the central securities depository for US markets, will launch its Tokenization Service in October 2026. DTCC puts the assets DTC holds at over $114 trillion. Tokenization here means DTC issues a digital token on a blockchain, a shared ledger that records who holds what, that stands for a security already sitting in its vault.

As of 1:21 p.m. ET on Oct. 12, DTCC's own tokenization page still spoke of networks "anticipated to be available at launch later this year." The service has not launched. What it will be allowed to do on day one is already written down, in a Securities and Exchange Commission staff letter dated Dec. 11, 2025.

The depository is the plumbing under every trade

A depository is the institution that holds securities and keeps the master record of who owns them. DTC is that institution for US markets. Banks and brokers that are its members, called Participants, hold their positions in accounts on DTC's books.

Settlement is the step where a trade is finished: the security moves to the buyer and the cash to the seller. Today a Participant instructs DTC, and DTC records the move on its centralized ledger during its operating hours.

When the depository that holds stocks and Treasuries changes how they move, it changes how the assets behind tokens settle and move. That is the second-order link, and it is why this matters past crypto.

The SEC letter lets tokens move without DTC's say-so

A no-action letter is SEC staff saying they would not recommend enforcement if a firm does what it described. It is not a rule and not a Commission vote. The letter relieves DTC from Regulation SCI, the rule filing process under Section 19(b) and certain clearing agency standards, for this service only.

Under it, a Participant with a registered wallet asks DTC to tokenize a holding. DTC moves the securities into a "Digital Omnibus Account" and mints a token to the wallet. From then on, the Participant can transfer that entitlement "directly to the Registered Wallet of another DTC Participant and would not be required to instruct DTC to effectuate such transfer." DTC's off-chain system, LedgerScan, watches the blockchains, and its record "would constitute DTC's official books and records."

DTC's request letter, attached to the SEC response, says tokens could move "at any time, rather than only during DTC's hours of operation." Payment is the catch: any delivery-versus-payment settlement "would occur away from and without any involvement by DTC." The securities stay registered to Cede & Co., DTC's nominee, throughout.

Table of the letter's terms: eligible assets are Russell 1000 securities, U.S. Treasury bills, bonds and notes, and ETFs tracking major indices; only DTC Participants may hold tokens, in registered wallets; tokens carry no collateral or settlement value at DTC; quarterly reports to SEC staff; relief withdrawn three years after launch.

Term What the letter says
Eligible assets Russell 1000 securities at launch, plus later additions; U.S. Treasury bills, bonds and notes; ETFs that track major indices, such as the S&P 500 and Nasdaq-100
Who may hold tokens DTC Participants only, in Registered Wallets; Participants with certain U.S. tax or TIC reporting obligations excluded
Where tokens can go Tokens "would only be transferable to Registered Wallets"
Risk value No collateral or settlement value in DTC's Net Debit Cap or Collateral Monitor
Reversal DTC can move any token to fix errors, lost tokens or malfeasance
Reporting Quarterly package to SEC staff, due by the third Friday after quarter end
Term Withdrawn three years from the launch date; DTC gives written notice at launch

DTCC's own releases set the October date

On May 4, DTCC said it planned "initial, limited production trades" in July 2026 "and then plans to launch the service in October 2026," with more than 50 firms in its working group. On July 15, it said tokenized DTC assets had been used in production trades that day by more than 30 firms, on Besu, its private network, and Canton, a public one. It called that a milestone "ahead of DTCC Tokenization Service launch in October 2026." By then the working group had grown to more than 100 members and partners.

The July trades included Treasury repo and equity delivery-versus-payment trades. DTCC's description of them is the company's claim; the SEC letter does not test them.

The letter keeps the pilot small on purpose

The asset list covers roughly the largest 1,000 US companies, Treasuries and big index ETFs. Corporate bonds, municipal bonds and stocks outside the Russell 1000 are not on it.

The risk limit matters more. DTC "would not ascribe to any Tokenized Entitlements any collateral value or settlement value" for its risk management. A token cannot help a Participant meet its DTC credit limits the way the same shares can on the book-entry side. Le Coin's view: that keeps the pilot from touching DTC's core settlement guarantee, and it also caps how much traders will move on-chain early.

The three-year clock does not start in December 2025. The letter "is withdrawn without further action three years from the date DTC launches operation." The staff can also modify or revoke it "at any time." Before any expansion beyond the pilot, DTC said it would notify the Commission, describe the new parameters and seek relief where needed.

The objection: a launch that hasn't happened

The fair objection is that this is a story about a launch that has not happened. Two answers.

First, the day-one terms do not depend on DTCC's marketing. The eligible assets, the wallet rules, the no-collateral limit and the reporting duties are fixed in the letter and its attached request. A launch under different terms would need DTC to notify the Commission first and seek relief where needed.

Second, the launch is checkable. The letter says "DTC will provide written notice to the staff at the time of that launch," and DTC has said it will publish its approved blockchains, technology standards and fees. A DTCC launch notice, a published chain list or a fee schedule would each confirm it.

What does not matter yet: forecasts of how many trillions will be tokenized. The letter has no volume figure, and DTCC has not given one.

The tell

Watch whether the approved-blockchain list includes public networks beyond Canton, and whether Treasuries show up in the first quarterly report's tokenized totals. Le Coin's view is that Treasury tokens moving after hours would be the first real change to how dollar collateral moves.

October has 19 days left. DTCC's May 4 and July 15 releases both name the month.
