In Le Coin's view, the morning's firmest facts are on paper. Circle filed its third-quarter results with the SEC at 6:26 a.m. ET, ahead of its 8:00 a.m. call, so the filing, not the call, is the record to read. The Canton Coin relief is staff relief that rests on the developer's own representations; it is not a Commission rule.
