Key filings and announcements

· Robinhood says it won Dubai authorization, plans 2027 launch. Robinhood said the DFSA authorized it to introduce its retail investing platform in the Middle East from the Dubai International Financial Centre, in a release on Oct. 22, and a DIFC Authority release the same day says the same. Le Coin found no record on the DFSA's own site as of 2:10 p.m. ET. Nothing is live yet [11][1].

· Ireland's central bank fines Coinbase's EU arm €3.25 million. The Central Bank of Ireland fined Coinbase Ireland Limited €3,252,618 for safeguarding and outsourcing breaches between Nov. 1, 2020, and Aug. 19, 2025, saying the account meant to protect customer money was "underfunded for lengthy periods of time." Coinbase Ireland admitted the breaches; the fine includes a 30% settlement discount from €4,646,597 and takes effect only once the High Court confirms it [2][3].

· Kalshi affiliate lends dollars against crypto for futures margin. Kalshi Prime and BitGo said eligible customers can borrow U.S. dollars from Kalshi Katalyst, a Kalshi Prime affiliate, against BTC, ETH or eligible stablecoins held in segregated cold storage at BitGo Bank & Trust, to fund margin for perpetual futures on KalshiEX. "Neither Katalyst nor the loans are regulated by the CFTC or NFA," the release says. It gives no haircut, margin-call or liquidation terms [4].

· Circle shareholder sues Trump and World Liberty over UAE-linked deals. In Greenberg v. Trump in Washington federal court, a shareholder suing on Circle's behalf alleges more than $2 billion in foreign-government payments through crypto deals violated the Constitution's foreign emoluments clause. Circle is a nominal defendant, meaning no claims are made against it. Circle said it "did not initiate, direct, authorize, or participate in the filing," and World Liberty said the claims are "without merit," CNBC reported. The allegations are untested; no ruling has been made [5][6][7].

· X lists Polymarket's account as withheld in India. X's own account data for @Polymarket lists India as the only country where the account is withheld, meaning it is hidden from users there and visible elsewhere. X's record gives no reason, Le Coin found no Indian order naming the account, and Polymarket had posted no comment on its X account as of 1:07 p.m. ET [8].

· SoFi separates a tokenized deposit from its stablecoin. SoFi's product terms call SOFIE "a tokenized deposit representing a deposit liability of SoFi Bank, N.A., Member FDIC" and say its funds are "eligible for FDIC insurance," up to $250,000 per depositor. The same page says SOFID "is not a deposit, is not insured by FDIC or SIPC." In Le Coin's view, the line matters because the OCC's GENIUS Act rule, due in the Federal Register on Oct. 23, excludes deposits recorded on a distributed ledger from the payment stablecoin definition.
